Canadian Veterans Access to Medical Cannabis

Eligibility

Learn how you may qualify under Veterans Affairs Canada (VAC) for medical cannabis coverage.

At Greenleaf Medical Clinic, we understand that many Canadian Veterans live with chronic pain, PTSD, sleep disturbances, or other service-related conditions. You may be eligible for medical cannabis coverage through Veterans Affairs Canada (VAC), depending on your service status, diagnosis, and physician authorization.

Who Qualifies

You may be eligible if:

  • You are a Veterans Affairs Canada–registered Veteran, including those with a disability award, disability pension, or pain and suffering compensation.
  • Your healthcare practitioner has provided a medical document (authorization) for cannabis for medical purposes.
  • You obtain your medication from a Health Canada–Licensed Producer (LP). (Recreational cannabis from provincial stores does not qualify for VAC reimbursement.)

Common Qualifying Conditions

While Veterans Affairs Canada (VAC) does not publish a strict list of “approved conditions,” medical cannabis is often authorized to help Veterans manage symptoms related to:

  • Chronic pain (including musculoskeletal or neuropathic pain)
  • Post-Traumatic Stress Disorder (PTSD)
  • Anxiety and mood disorders
  • Sleep disorders or insomnia
  • Operational Stress Injuries (OSIs) and other service-related conditions

These are among the most common reasons Veterans seek medical cannabis authorization in Canada. Your physician will determine whether cannabis may be appropriate to support symptom management based on your medical history and treatment goals.

Coverage Limits

Under current Veterans Affairs Canada policy:

  • Standard reimbursement covers up to 3 grams per day (or equivalent in other formats).
  • The maximum reimbursable rate is approximately $8.50 per gram.
  • Veterans requiring more than 3 grams per day can apply for exceptional approval, supported by documentation from a medical specialist experienced with the condition being treated.

What’s Covered

Understanding Veterans Affairs Canada (VAC) and Blue Cross medical cannabis coverage

If you are a registered Veteran and have a valid medical document for cannabis, you may be eligible for coverage through Veterans Affairs Canada (VAC). Your cannabis medication is reimbursed through Medavie Blue Cross, which manages billing and payments on behalf of Veterans Affairs Canada.

How It Works

Step 1: Authorization for Medical Cannabis

  • The Greenleaf Medical Clinic physician reviews your existing health condition and symptoms to determine whether medical cannabis may support symptom management.
  • If appropriate, your physician provides a medical document (authorization) and we register it with a Health Canada–Licensed Producer (LP).

Step 2: Licensed Producer Registration

  • Once registered, your Licensed Producer fulfills your medical cannabis authorization (dried flower, oil, capsules, or other approved formats).
  • The Licensed Producer handles all direct billing to Medavie Blue Cross on your behalf.

Step 3: Blue Cross and Veterans Affairs Canada (VAC)

  • Veterans Affairs Canada (VAC) determines eligibility and sets the national coverage policy.
  • Medavie Blue Cross acts as VAC’s third-party administrator, reviewing and processing the Licensed Producer’s claims and paying the LP directly for your medication.
  • This means you don’t pay out of pocket for your authorized amount (within VAC coverage limits).

Coverage Limits and Exceptions

  • Standard Coverage: Up to 3 grams per day (or equivalent in oils or capsules).
  • Maximum Reimbursement Rate: Currently up to $8.50 per gram of dried cannabis.
  • Exceptional Coverage: Veterans requiring more than 3 grams per day may apply for additional coverage with documentation from a medical specialist.

Example

If your Greenleaf physician authorizes 2 grams per day for symptom management, your Licensed Producer will:

  • Supply your product,
  • Submit the claim to Medavie Blue Cross, and
  • Receive payment directly from Blue Cross.

You’ll receive your medical cannabis at home with no out-of-pocket expense, as long as the cost is within Veterans Affairs Canada’s approved daily and per-gram limits.

How It Works

A simple, step-by-step process for Veterans

At Greenleaf Medical Clinic, we make it straightforward for Veterans to access physician-authorized medical cannabis through a Health Canada–Licensed Producer (LP). Here’s what to expect from start to finish:

Step 1 — Getting Started

Veterans can begin the process by completing our secure online Get Started Form.

Once we receive your information, our administrative team will contact you and start the process of obtaining a referral from your primary-care provider. You will complete a consent form authorizing Greenleaf Medical Clinic to reach out to your doctor directly on your behalf.

This ensures that all documentation and communication are handled properly and in accordance with Health Canada, Veterans Affairs Canada (VAC), and the College of Physicians and Surgeons requirements.

Step 2 — Physician Consultation

During your appointment, a Greenleaf physician will review your existing health condition and symptoms to determine whether medical cannabis may help with symptom management. If appropriate, the physician issues a medical document (authorization) in accordance with Health Canada’s medical cannabis regulations.

Step 3 — Education and Guidance

You will meet with one of our treatment plan experts, usually prior to your physician appointment, either by video call or phone.

During this consultation, our expert will review:

  • Dosing and administration options (e.g., dried flower, oils, capsules, etc.)
  • Information about Health Canada–Licensed Producers that offer Veterans Affairs Canada (VAC)–eligible products

This step ensures you are fully informed and prepared for your appointment and understand how to use medical cannabis safely, effectively, and in compliance with medical guidelines.

Step 4 — Registration with a Licensed Producer

Our team will register your medical document with a Health Canada–Licensed Producer (LP) of your choice. The LP fulfills your prescription and manages direct billing to Medavie Blue Cross for Veterans who qualify under Veterans Affairs Canada (VAC) coverage.

Step 5 — Medication Delivery

Once processed, your medication is shipped directly from the Licensed Producer to your home.
If you are covered by VAC, there are no out-of-pocket costs for your authorized amount (within policy limits).

Step 6 — Ongoing Care

Greenleaf Medical Clinic provides follow-up appointments to review your progress, renew authorizations as needed, and ensure continued alignment with VAC coverage requirements. Our goal is to maintain consistent, medically supervised care for every Veteran we serve.
